Summary
Adds a dependency-free collaborative review freeze lane for issue #12.
The module models section-level manuscript freeze windows where direct edits pause, reviewer comments/suggestions/tasks continue, notebook execution freshness is checked, and stable version snapshots are emitted for autosave/history/audit workflows.
